Office of Employee Relations

The Office of Employee Relations provides programs and services to state employees and to many employees of other governmental entities such as local school districts, universities, and other local governments.  The following branches and programs are housed in the Office of Employee Relations:

• Administration of the Annual Leave and Sick Leave Sharing programs, Adoption Benefit Program, and Family Medical Leave;
• Employee Engagement and Volunteerism;
• Employee Recognition Branch consisting of the KY Employee Suggestion System (KESS), Governor’s Ambassador Awards, and employee recognition and career certificates;
• Group Life Insurance Branch;
• KY Employee Assistance Program (KEAP);
• KY Safety Program and Executive Safety Advisory Committee (ESAC);
• Return-to-Work Branch;
• Workplace Relations Branch consisting of  KY Employee Mediation Program (KEMP) and Workplace Resolutions Group;
• Workers’ Compensation Branch for state employees.
