Second Annual Governor's Ambassador Award Recipients Named

Recognizing the contributions public employees make to the Commonwealth is essential during the annual Kentucky Public Service Recognition Week, October 11 through October 17. First Lady Jane Beshear and Personnel Cabinet Secretary Nikki Jackson hosted the second annual Governor’s Ambassador Awards ceremony October 13, 2010, at the Frankfort Convention Center. About 300 state employees, family and co-workers attended the ceremony where nine public service employees were recognized for their contributions to the state.

Created in October 2008, the awards program was established to highlight stories of employees who have positively impacted the lives of their co-workers, customers and community. Nominations were accepted throughout the year in six categories: customer service, courage, leadership, professional achievement, teamwork, or community service and volunteerism.

All nominees were invited to attend the awards ceremony. Award recipients will be honored by having a personalized engraved brick placed along Ambassador Avenue outside the Thomas D. Clark Center for Kentucky History. To learn more about this year’s award recipients, click here.  


51 Graduate from the Kentucky Certified Public Managers Program
 

On Nov. 4, 2010, many of the state’s brightest up-and-coming leaders graduated from the Kentucky Certified Public Managers’ (KCPM) program. The nationally accredited program is provided by the Personnel Cabinet and conducted by the agency’s Governmental Services Center (GSC).

“Becoming an employer of choice means providing opportunities for our employees to learn and grow personally and professionally,” said Personnel Cabinet Secretary Nikki Jackson. “The KCPM program has long been regarded as a top quality resource that provides an outstanding educational experience for our employees.”

The two-year program focuses on developing and enhancing competencies required for effectively improving self, team and group performance. Graduates are required to complete classroom and online training as well as a capstone project. Coursework was developed to provide the participants with a blended learning experience while expanding their public sector leadership and management skills.

The Certified Public Managers® (CPM) program began in Georgia in 1976 and was soon endorsed by other states as a model for training and developing professional public managers. Kentucky’s CPM Program was first established in 1985 through GSC and Kentucky State University (KSU) where it continues to be administered.

ABC Investigator Receives National Liquor Enforcement Officer of the Year Award

Steve Newell, a seven-year investigator with the Kentucky Department of Alcoholic Beverage Control (ABC), was named Liquor Enforcement Officer of the Year by the National Liquor Law Enforcement Association at its annual conference in Anaheim, Calif.

Mr. Newell was nominated for the national award by ABC Enforcement Director Mike Razor. "Steve's day-to-day dedication to the citizens of the Commonwealth is extraordinary. He is a tremendous asset to the Enforcement Division and very deserving of this honor,” said Razor.

Newell received the 2009 Meritorious Service award from the Lexington Division of Police for his life-saving actions during a fire. While conducting routine duties, Newell became aware of a fire in a Lexington home. Risking his own safety, Newell went to the scene and assisted civilians out of the burning structure. 

At the ABC, Newell is active in the research and development of new equipment and serves as a liaison among law enforcement entities. He also is responsible for ensuring that each ABC investigator lost in the line of duty is remembered. He is a member of the Kentucky Peace Officers’ Association.

Newell, a Barbourville native, currently resides in Lexington.


Kentucky State Police Honor 25 Civilian Employees

Twenty-five civilian employees were honored by the Kentucky State Police at a ceremony held Oct. 13, 2010, at the Holiday Inn Hurstbourne Lane in Louisville.

Frankfort resident Boyce Wells was named 2010 KSP Civilian Employee of the Year. A four-year veteran of the agency, Wells is event coordinator supervisor at KSP headquarters in Frankfort. A native of Hodgenville, he is a 1972 graduate of LaRue County High School. He also earned a bachelor of science degree from Campbellsville College in 1976 and a master of public affairs degree from Kentucky State University in 1982.

As commander of the KSP Special Services Branch, Wells works with other agencies on events that require additional security for traffic control, general safety or specific individual security. Some of his accomplishments include coordinating public safety details for events such as the recently concluded Alltech FEI World Equestrian Games at the Kentucky Horse Park, the Kentucky Derby, Thunder Over Louisville, the National State Legislators Conference, the Rolex Three-Day Event and others.  He also directed a special detail assembled to provide traffic control during filming on the roadways for the movie “Secretariat.”

Wells oversees the daily operations of the KSP Honor Guard as well.  The unit participated for the first time in the Fraternal Order of Police National Honor Guard Competition in Washington, D.C. in May 2010 and won all three phases of the competition.  It was the first time that a team won the competition on its initial visit and the first time a team won all three phases.

Throughout the year the Honor Guard also participated in the Kentucky Derby Festival Parade, various opening sessions for conferences and events and presenting the colors for naturalization ceremonies. The unit also continued to perform its most solemn duty: honoring retired troopers at funeral services.

“Mr. Boyce Wells is truly an outstanding employee in every regard. He routinely goes above and beyond in every aspect of his job,” said KSP Commissioner Rodney Brewer. “We are very lucky to have him as a part of our team.”

KSP Troopers Brooks and Smith Provide Security at the World Equestrian Games


Kentucky State Police Trooper Ricky Brooks (left) and Sr. Trooper David Smith (right), of KSP Post 15 in Columbia, were part of the security detail at the 2010 Alltech FEI World Equestrian Games held Sept. 25 through Oct. 10 at the Kentucky Horse Park. KSP coordinated the public safety component of the event inside the park in conjunction with the FBI, the Kentucky National Guard and other state and local law enforcement and emergency service agencies.
